Photos: Bleaching or filtering?

Sean Tizzle's fans have been complaining...
a lot on Instagram that he's bleaching with pics like this that he posts. Some say it's filtering. What do y'all think? Meanwhile, in some people's eyes, every one is bleaching...lol.
