Nigeria Must Raise Gas Prices to Bridge $55bn Investment Gap - Oando

Nigeria - Nigeria has to raise its gas prices to attract an estimated $55 billion of investment needed to plug persistent local shortages, Nigerian Gas Association President Bolaji Osunsanya has said in an interview with Bloomberg.

A government increase of gas prices in August for power plants to $2.50 for 1,000 cubic feet from about $0.50 isn’t enough, Osunsanya, who is also managing director of Oando Gas & Power Ltd. added.

“We should incentivize people with the best reward and encourage people to come into the fold,” said Osunsanya. “The strategicness of gas is what I wish Nigeria would take more seriously.”

“We should encourage more exploitation to bring out the gas for domestic,” Osunsanya said. “A lot of it needs to come quickly because there’s an existing power side that requires a lot of gas.”

Former New England Patriots star and convicted killer Aaron Hernandez has shown a penchant for manipulation during his time in prison, Sheriff Thomas Hodgson of Bristol County, Massachusetts, told the Associated Press Tuesday. Hernandez has been in jail since the summer of 2013, when he was first arrested in connection with the murder of 27-year-old semi-pro football player Odin Lloyd.
Hernandez used his natural charisma to try convince prison staffers to give him more than his allotted portion of food. Hernandez displayed an ability to “manipulate better than anyone [Hodgson] has ever seen,” the AP reported.
“He would make every effort to get extra sandwiches,” Hodgson said. “He would just try to convince the officers to give him more than what they otherwise could get.”
Hernandez told Bristol County prison staffers the jury who convicted him on first-degree murder April 15 had delivered the wrong verdict, but did not appear overly upset about the outcome, Hodgson added. The former NFL star was reportedly polite during his time in incarceration, though Hodgson said Hernandez does get upset if he senses he’s being treated with disrespect. But the sheriff said Hernandez will likely adjust well to permanent life in prison.
“He doesn’t really look at it as jail,” Hodgson said. “It’s more like training camp,” he said.
Hernandez received an automatic sentence of life in prison without parole last week after he was convicted on first-degree murder and various gun charges. Hernandez and two associates drove Lloyd in July 2013 to an isolated industrial park in North Attleborough, Massachusetts, where Lloyd was shot and killed with a .45-caliber Glock handgun.
The former Patriots tight end will ultimately be transferred to Souza-Baranowski Correctional Center, a maximum-security state prison facility in Shirley, Massachusetts. Hernandez is currently housed at Massachusetts Correctional Institution-Cedar Junction in Walpole, where prison officials reportedly placed him on suicide watch after his conviction.

S’Africa deploys troops to quell attacks on foreigners



South Africa deployed troops Tuesday to anti-immigrant hotspots to help quell xenophobic violence in which at least seven people were killed and shops run by immigrants were looted.
Defense Minister Nosiviwe Mapisa-Nqakula told the media that it is the right time for the country to deploy its troops to restore order in affected areas.
The deaths of seven people in recent violence against migrants necessitates the deployment of troops, Mapisa-Nqakula said. But she said the army “will not take the lead, it is the police who must provide the leadership.”
The deployment will start in Alexandra, a township of Johannesburg, where a Mozambican national was stabbed to death at the weekend – the latest killing in the riot.
The government had resisted earlier calls to deploy troops, insisting the police could handle the situation.
“It’s not too late at all, precisely because we are not a military state,” Mapisa-Nqakula told a press briefing in Johannesburg.
The South African National Defense Force is awaiting assessment from police to decide whether to deploy more troops, she said.
State Security Minister David Mahlobo said at the press briefing that it would be a joint operation.
“The police have done their best, but now they have requested assistance in volatile areas.” he said.
The move comes as violence re-flared up in Isipingo and Durban on Tuesday despite relative calm in other areas.
Some South Africans attacked foreigners who wanted to reopen their businesses in Isipingo, a town that has been hit hard in recent attacks, police spokesperson Daniel Dunia said.
Some mobs went to immigrants’ homes, chased them out of their houses and took their belongings, and some foreigners were beaten up, said the spokesperson.
Dunia urged immigrants to stay in the temporary camps and not to return to their homes at present as the situation remained tense.
Authorities have set up three camps in areas like Isipingo to house thousands of immigrants displaced by the violence.

Nigeria's Outgoing President Goodluck Jonathan Fires Police Chief After Losing Re-Election

Nigerian President Goodluck Jonathan has fired the country’s inspector general of police, Suleiman Abba, three weeks after Jonathan lost the national election in the country's recently concluded polls. The outgoing president terminated the official's job Tuesday and named Abba’s deputy, Solomon Arase, the acting head of Nigeria’s police force, Jonathan’s spokesman Reuben Abati said. The political move has raised eyebrows, as Jonathan has only six weeks left in office. 
Abati did not give a reason for Abba’s immediate dismissal. Some speculated Abba was fired because the police chief did not deliver results favorable to Jonathan and his ruling People's Democratic Party (PDP) during the general elections.
“The timing of [Abba’s] sacking, especially a few weeks after a general election in which Jonathan lost, is food for thought,” Debo Adeniran of Coalition Against Corrupt Leaders lobby group told Agence France-Presse. “It is even more intriguing because Abba still has some 10 years to go before retirement.”
Earlier this week, Jonathan denied spending 2 trillion Nigerian naira (more than $10 billion) to win votes for the PDP during elections. A Nigerian newspaper accused the outgoing president of handing out the cash to PDP members, government officials and close aides in an effort to influence outcomes at the polls. Some officials allegedly used the cash to buy expensive cars and other luxury items rather than use it to bribe voters and groups.
Abba has a less than flawless record as the head of police under Jonathan’s administration. He has been the center of several controversies since the outgoing president appointed him in November. Abbarefused to recognize Aminu Tambuwal as the Speaker of Nigeria’s House of Representatives following Tambuwal’s decision last year to defect from the PDP to the All Progressives Congress (APC) opposition party. Last month, Abba clashed with the head of Nigeria’s election body, Attahiru Jega, over the police chief demanding voters return to their homes after casting ballots on election days.
“In his short tenure at the head of the Nigerian police force, Abba has been a lightning rod for criticism that he politicized his office,” said Peter Pham, director of the Atlantic Council’s Africa Center. “I am not so much surprised by the acting inspector general of police being sacked as his being sacked by the outgoing President Jonathan. It was only a matter of time before [he] was removed.”
Supporters of president-elect Muhammadu Buhari have called for Nigeria’s newly elected ruler to fire Abba as soon as he takes office, which made Jonathan’s decision to sack the police chief a surprise move. “If President Jonathan has removed a divisive figure ahead of the transition and spared his successor of the onus of beginning his term with what might be viewed as punitive measures, the incumbent head of state should be applauded for statesmanlike behavior and helping make the handover process that much smoother,” Pham wrote in an email Tuesday.
Buhari of the APC will be sworn in May 29. The opposition party was largely successful in the recently concluded general elections, with its candidates winning the presidency, the senatorial majority and the majority of governorship seats in Nigeria’s 36 states. Buhari defeated incumbent Jonathan in the March 28 presidential election by a couple million votes.

Despite losing 1-3 to Porto in the first leg of the UEFA champions league quarter finals, Bayern Munich manager, Pep Guardiola has set his gaze at winning treble for their 2014-15 season before his team could be considered successful at the of the season.

Bayern are just few points away from clinching the Bundesliga title and have also reached the semi-finals of the DFB Pokal earlier this month, progressing ahead of Bayer Leverkusen on penalties.

Though, coming back at the Alianz Arena from a 1-3 defeat in Portugal last week may be a mission impossible for the Germans who won the 2013 edition, beating Borrusia Dortmund in the final.

Guardiola has since received his fair share of criticism, yet the former Barcelona boss is not surprised considering the high expectations around the Bavarians.

"I know at which club I am working. I am well aware of the expectations at a club like Bayern," Guardiola was quoted as saying by Bild.

"I know that winning the Bundesliga title will not be enough. I also know that winning the DFB Pokal on top of that will not be enough.

"Because this is Bayern Munich. Only the treble will suffice at this stage."

Bayern last won the treble under Jupp Heynckes in 2012-13, when they beat Borussia Dortmund 2-1 in the Champions League final.

My attention has been drawn to Asiwaju Bola Ahmed Tinubu’s reaction to the innocuous congratulatory messages that I sent to him and other leaders of the All Progressives Congress (APC) in the aftermath of the general election. 
First, I must say that I doubt if the statement was approved by him. However, if it was, I must state that I am taken aback by the unwarranted attacks against me as if we were still campaigning. It is unbecoming of someone of his stature and calibre. 

For me, it is high time politicians and leaders rose above petty issues and raise the bar in constitutional democracy. We should not just be democrats in words but also in deeds. We should play politics without bitterness.

It is on record that no Nigerian politician has taken former President Olusegun Obasanjo to the cleaners even as a sitting President like Asiwaju Tinubu did. Yet, Chief Obasanjo forgave him. As for me and Baba Obasanjo, he remains my father and leader, just as I am his son and follower. At no time did I abuse Gen. Muhammadu Buhari.

As a true party man, I campaigned vigorously for my party and its candidates. Now, the elections are over, and as a true sportsman, I thought I should congratulate those who won. Short of any praise-singing, what I said in the congratulatory message that they chose to react to a week after it published was that there was no way anyone can wish away the achievements of Asiwaju Tinubu in the nation’s political annals, particularly in Yoruba land.   

Part of the message also reads: “Although I now belong to the opposition, your achievements transcend political divides and I am not ashamed to publicly acknowledge them.
“I salute your courage, commitment, doggedness, forthrightness and tenacity of purpose even in the face of daunting opposition and challenges.
“By your sheer wit and unwavering commitment to democratic ethos, true federalism and economic prosperity, you led the Alliance for Democracy (AD) from a one-party state to a regional party, and now a national party that is about to form the government at the centre.”
Now, how do these translate to praise-singing? Are they not facts of history that I merely adumbrated?
He accused me of purchasing my election with money, the appropriate forum to prove that is the election petitions tribunal and not the pages of newspaper.
On the U.S case, I wish to state for the umpteenth time that the United States as the bastion of democracy and the Rule of Law would not lend itself to any form of abuse of the fundamental human rights of an innocent soul, especially one that has been arrested, tried and freed by its most trusted ally – the United Kingdom.
I am not running from any trial. All I have asked is for the relevant parties to follow due process – if they believe that I yet have a case to answer.
I believe in the supremacy of the almighty Allah who frustrates the signs of liars and makes fools of diviners, who turns wise men back and makes their knowledge foolish. He is the ultimate decider of the fate of all mortals. When He says yes, no man can say no and when He says no, no man can say yes!
I stand with the almighty Allah Subhana Wa Tala. He is the protector of all men. He is my refuge and shield. Let no one play God!

U.S. to deny violence-promoting politicians visas

The United States will sanction Nigerian politicians who attempted or instigated violence during the elections, the Assistant Secretary of State for African Affairs, Ms Linda Thomas-Greenfield, has said.
She said the U.S. will impose visa restrictions on any Nigerian found to have incited violence or interfered with the electoral process.Linda-Thomas-Greenfield
Ms Linda Thomas-Greenfield  in an article wrote: “anyone found to have incited violence or interfered with electoral processes will be unwelcome in the United States and subject to visa sanctions”.
She did not give names of those considered for sanctions.
Ms. Thomas-Greenfield said, while the elections were generally without a significant scale of violence and irregularities in some parts of Nigeria, some people were resolved to undermine the will of Nigerians and interfere with electoral processes, resorting to violence and voter intimidation.
She said the U.S. regretted any loss of life and property during the process, adding that violence and rigging are unacceptable in a democratic electoral process.
She praised the Independent National Electoral Commission and its chair, Prof. Attahiru Jega.
She said: “Despite some technical hitches, it is clear that technology and use of social media-INEC’s online posting of results for each polling unit, live tweeting of results, the use of biometric permanent voter cards and electronic card readers- improved efficiency and limited fraud.”
Ms. Thomas-Greenfield said, “Now more than ever, it is up to all Nigerians to stay united so that Nigeria can move forward with a clear set of priorities for the future.
”This next phase is critical as the world continues its hopeful watch for what happens in Nigeria.”
”Nigerian democracy will be a beacon across the continent and beyond,” the assistant secretary, who was in Nigeria during the elections, said.
Ms. Thomas-Greenfield said the US looked forward to the inauguration of the president-elect, Muhammadu Buhari, on May 29 and the beginning of a new chapter of the relationship between the two countries.

Nigeria missing on treaty list to end gas flare out by 2030

oil_and_gasFour African countries, Angola, Cameroon, the Republic of Congo and Gabon were among nine leading global crude oil producers that joined chief executives of major oil companies to agree with senior government officials to ending gas flaring at oil production fields by 2030.
It was, however, not clear why Nigeria, reputed as Africa’s largest crude oil and gas producer, was not listed among the signatories to the treaty even when she is faced with severe challenges arising from gas flaring at onshore/offshore production sites by international oil companies, including Shell.
More worrisome about Nigeria’s absence at the zero gas flare out signing ceremony is the fact that her outgoing Petroleum Resources Minister, Mrs. Diezani Alison Madueke, currently serves as the President of the Organisation of Petroleum Exporting Countries (OPEC).
However, a source, which pleaded anonymity attributed the country’s non-representation at the zero flare initiative to the impending change of political leadership following the outcome of the March 28 presidential election and the uncertainty over the new policy direction of the incoming Muhammadu Buhari administration.
The “Zero Routine Flaring by 2030” initiative – already endorsed by nine countries, 10 oil companies and six development institutions – was launched last weekend by United Nations Secretary-General, Ban Ki-moon and World Bank Group President, Jim Yong Kim. They were joined by Royal Dutch Shell Chairman, Jorma Ollila; Statoil CEO, Eldar Sætre; Norwegian Foreign Minister, Børge Brende; Gabonese Minister of Petroleum, Etienne Dieudonne Ngoubou and several other senior government and corporate officials, and representatives of international development banks. The group collectively represents more than 40 per cent of global gas flare out.
Every year, around 140 billion cubic meters of natural gas produced alongside with oil is wastefully “flared” at thousands of oil fields around the world, resulting in more than 300 million tonnes of carbon dioxide being emitted to the atmosphere – equivalent to emissions from approximately 77 million cars.
But if this amount of associated gas were used for power generation, it could provide more electricity (750bn KWh), which is more than what the entire African continent is consuming today. However, stakeholders were worried that this volume of gas is flared for a variety of technical, regulatory and economic reasons or because its use is not given high priority.
“Gas flare out is a visual reminder that we are wastefully sending CO2 into the atmosphere,” said Jim Yong Kim. “We can do something about this. Together we can take concrete action to end flaring and to use this valuable natural resource to light the darkness for those without electricity,” he stated.
By endorsing the initiative, governments, oil companies and development institutions recognise that routine gas flare out is unsustainable from a resource management and environmental perspective hence the agreement to cooperate to eliminate ongoing routine flare out as soon as possible and no later than 2030. They will publicly report their flaring and progress towards the target on an annual basis. Furthermore, routine flaring will not take place in new oil fields developments while governments will provide operating environments conducive to investments and to the development of functioning energy markets.
“As we head towards the adoption of a meaningful new international climate agreement in Paris in December, these countries and companies are demonstrating real climate action,” said UN Secretary-General, Ban Ki-moon. “Reducing gas flare can make a significant contribution towards mitigating climate change. I appeal to all oil-producing countries and companies to join this important initiative,” he said.
Oil companies and governments that have yet to endorse the initiative are currently undertaking comprehensive reviews of their gas flare out with hopes to join the initiative in the coming months.
Commenting on the development, Solomon Asamoah, Vice President, African Development Bank (ADB) said: “We welcome this global initiative to end routine flaring no later than 2030. The African Development Bank’s strategy for the period 2013 – 2022 has inclusive and green growth as the over reaching objectives and this initiative is clearly aligned with our strategic focus of sustainable development.”
Also reacting, Claudio Descalzi, the chief executive officer at Eni, a major producer said, “for many years, Eni has been committed to tackling climate change by reducing gas flaring and developing natural gas production and distribution programmes, contributing to the development of local energy systems. Eni’s endorsement of the initiative reflects our continuous commitment in pursuing our efforts to minimise the environmental impact of our operations.”
But according to Peter Enga, Production Manager, SNH (Cameroon), “launching this zero-routine-flaring initiative focuses global attention to various instruments to be put in place and targets to be set by adhering countries, companies and development partners to achieve the said goal.”
Also speaking, Jorma Ollila, Chairman, Royal Dutch Shell with extensive operations in Nigeria’s Niger Delta region, noted that, “ending routine flaring is a practical way to lower CO2 emissions while meeting the world’s energy needs. The “Zero Routine Flaring by 2030” initiative renews Shell’s existing efforts in this field. I call upon governments to support this initiative and work with the oil and gas industry to make it a success,” he maintained.
According to Patrick Pouyanné, CEO, Total, “Total believes that reducing flaring at oil fields is an important contribution towards mitigating climate change, and that is why we made the decision 15 years ago to eliminate routine flaring in all new projects. This policy continues to guide the company and that is why Total fully supports the global initiative to eliminate routine flaring by 2030,” he noted.
